A TikTok clip maker cuts a long video into vertical clips you can post on TikTok: it finds the moments, reframes to 9:16, adds captions and exports the files. The decision that matters most is clip length. Of the 3,083 ScaleReach clips our AI tagged as TikTok-fit, 52% run 30 to 60 seconds. That is at or under the one-minute line that TikTok’s Creator Rewards Program sets, so the most common length is the wrong one if rewards are your goal. This guide covers the workflow, the limits TikTok publishes and what to check in any tool.

Disclosure: I run ScaleReach, an AI-powered clip maker, so I have an interest in this topic. The ScaleReach numbers come from our production database, queried on 15 October 2026. The TikTok rules come from TikTok’s own support pages, read the same day, and linked below.

The 60-second verdict

Use a clip maker if you have long spoken-word videos (podcasts, interviews, webinars, streams) and want a pile of candidate clips in minutes instead of scrubbing a timeline in video editors.

Skip it if your source is already short or mostly music, because clip makers pick moments from the transcript.

Decide first: clip length. Most AI-cut clips run 30 to 60 seconds, and our podcast clip length guide recommends 15 to 45 seconds for completion. Go past 60 seconds only if you are chasing Creator Rewards.

Bottom line: the tool matters less than three choices: the source video, the clip length and the first three seconds.

What is a TikTok clip maker?

A TikTok clip maker is software that turns a long-form video into short-form videos sized for TikTok. Most AI versions work in the same order:

  • Transcribe the video and pick moments that hold a complete thought, a strong hook or a payoff.
  • Reframe the 16:9 source to 9:16 and keep the speaker in frame.
  • Burn in captions.
  • Export ready-to-post clips. Some tools also schedule them.

It sits between your long video and your posting routine. It is not a full video editor, so expect to trim or reword the odd clip by hand.

How do you turn a long video into TikTok clips?

Here is the workflow, using ScaleReach for the specifics. The steps are the same in most tools.

  1. Pick a source with speech and structure. Podcasts, interviews, webinars, tutorials and streams work because the AI chooses moments from the transcript. A one-hour episode usually returns 8 to 20 clips, per our data on how many clips a one-hour podcast makes.
  2. Upload your video or paste a link. ScaleReach takes a YouTube, Twitch or Kick link, or a file. The AI scores each clip from 0 to 100 and drops anything under 70.
  3. Set a clip length range. The configure page offers Auto, 0 to 1 minute, 0 to 90 seconds, 0 to 2 minutes, 30 to 90 seconds and 1 to 2 minutes. Pick by goal; the next section has the numbers.
  4. Check the first three seconds and the captions. The opening line decides whether anyone stays. Our guides on writing a hook and on captions that increase watch time cover both.
  5. Export at 9:16. Paid ScaleReach plans render 1080 by 1920 and the Free plan renders 720 by 1280.
  6. Post natively. TikTok accepts uploads of up to 60 minutes, per its support page, so length is a choice rather than a limit. Videos you record inside TikTok are capped at 10 minutes.

If your source is a podcast or a stream, the dedicated pages for podcast to TikTok and Twitch to TikTok show the same flow for those formats.

How long should a TikTok clip be?

Here is what the AI produces when it tags a clip as a fit for TikTok:

Clip lengthClipsShare of TikTok-fit clips
Under 30 seconds64021%
30 to 60 seconds1,60052%
61 to 90 seconds59719%
Over 90 seconds2468%

Source: ScaleReach production database, queried 2026-10-15. It covers the 3,083 live clips tagged TikTok-fit, out of 3,897 live clips with a platform recommendation from 142 workspaces, created 4 February to 15 October 2026. The median clip is 46 seconds overall and 45 seconds for TikTok-fit clips. Clips on expired videos are deleted, so they are not counted.

Two cautions on reading this:

  • The tag is generous. 79% of clips (3,083 of 3,897) list TikTok among their recommended platforms, so it will not choose for you. Treat it as a hint.
  • It is output, not performance. We have no view counts for these clips. The table shows what the AI cuts, not what performs. Our post on podcast clip length across TikTok, Reels and Shorts goes deeper on the length question.

What length do you need for TikTok Creator Rewards?

At least one minute. TikTok’s Creator Rewards Program page lists these requirements, among others:

  • At least 10,000 followers.
  • At least 100,000 video views in the last 30 days.
  • Videos at least one minute long.
  • Original, high-quality content that is “filmed, designed, and produced entirely by yourself”.

That page says “at least one minute long”. One TikTok explainer page says a video must be longer than one minute, meaning at least 1 minute and 1 second. If you are going for rewards, aim for 61 seconds or more. In our data that is 843 clips, or 27% of the TikTok-fit ones, and in ScaleReach the 1 to 2 minute range is the setting to choose.

Clips cut from your own long video are your own content. Clips of other people’s videos are not original, whatever tool cuts them. If you also repost across platforms, we explain the mechanics in how to repost videos on TikTok without getting flagged.

Which TikTok clip maker should you use?

Check these six things before you pay for any tool:

  1. Does it pick moments from a transcript in your language? Some tools list only a few dozen languages, so check yours.
  2. Can you set the clip length range? You need that to hit the one-minute line.
  3. Can you edit captions and crop a clip? Automatic framing misses sometimes.
  4. What does the free plan export? Resolution, watermark and how many minutes you get.
  5. Does it post to TikTok, and does that connection work today? More on this below.
  6. What does a source minute cost? Tools charge in different units, so convert to cost per source minute before comparing.

We rank nine tools by job in the best AI video clipping tools, compare prices per source minute in the best Opus Clip alternatives, and list what each free plan includes in the best free AI clip generator.

ScaleReach is one option, and you should weigh the bias. Paid plans start at $10 a month on annual billing ($12 monthly) for 200 source minutes, exports are 1080p, and the Free plan is a one-time trial of free minutes with a watermark. See the pricing page for current figures.

Can a clip maker post to TikTok for you?

Sometimes. Apps that post through TikTok’s API have to pass an audit, and TikTok limits posts from apps that have not passed it to private viewing. We explain the rule and its source in which AI clip tools auto-post to TikTok, Reels and Shorts.

ScaleReach’s TikTok connection is paused in the app today, so you download the MP4 and upload it in TikTok yourself. Scheduling to YouTube Shorts, Instagram, Facebook, LinkedIn and Threads is available from the same dashboard. The same clip also suits YouTube Shorts, and our comparison of TikTok, Shorts and Reels shows where each platform fits.

FAQ

What is the best TikTok clip maker?

It depends on your source video, language and budget, so judge tools on six points: transcript-based moment selection in your language, adjustable clip length, editable captions, a usable free plan, a working TikTok posting path and price per source minute. We rank clip tools by job and by cost in our roundups, and ScaleReach is one of them, so weigh the bias.

How long should a TikTok clip be?

For completion rate, our podcast clip length guide recommends 15 to 45 seconds. The AI’s own cuts run longer: 52% of TikTok-fit clips are 30 to 60 seconds, 21% are shorter and 27% are longer than 60 seconds. Go past 60 seconds if you want to qualify for TikTok’s Creator Rewards Program, which asks for videos at least one minute long. We have no performance data, so choose by the moment, not the number.

Can I turn a YouTube video into TikToks for free?

Yes, within limits. Most clip makers have a free plan with a cap on minutes, and many add a watermark. ScaleReach’s Free plan is a one-time trial of free minutes with a watermark and a 30-minute limit per upload. Compare free plans in our free clip generator roundup. Cutting the video yourself in a video editor also costs nothing but time.

How long can a TikTok upload be?

Videos you upload to TikTok can be up to 60 minutes long, and videos you record inside TikTok can be up to 10 minutes, according to TikTok’s support page, read 2026-10-15. A long upload is not the same as a good one. Clip makers exist because the moment that works is usually well under three minutes.

How many TikTok clips can I get from one video?

A one-hour podcast episode usually returns 8 to 20 clips, according to our data on 7,101 generated clips. Fast, topic-dense interviews sit at the high end, and slow lectures at the low end. Source length and speech density matter more than the tool. See how many clips you get from a one-hour podcast for the full breakdown.

Can ScaleReach post directly to TikTok?

Not today. The TikTok connection is paused in the app, so you download each clip and upload it in the TikTok app. The same dashboard schedules posts to YouTube Shorts, Instagram, Facebook, LinkedIn and Threads. We explain TikTok’s audit rule and where our own app stands in our post on auto-posting clips.

The bottom line

A TikTok clip maker saves you the scrubbing: it finds the moments, reframes them to 9:16, captions them and hands you clips to review. What it cannot do is decide your length, your hook or your angle.

Choose the length by goal. Most of the clips an AI cuts for TikTok sit between 30 and 60 seconds, and Creator Rewards needs at least a minute. Check the first three seconds and the captions on every clip, and download the file for TikTok if your tool’s posting connection is not live.
